You have the *both* the "Course/Organization Copy" and the "Copy
Course/Organization Materials into and Existing Course/Organization"
user
priviledges set and made available, right? The first makes the "Course
Copy" link visible under the control panel, and the second makes the
"Copy into..." link visible in the course copy screen the next level
down...
