Tyler,
You can modify the error messages at
\blackboard\content\locale\en_US\messages\security.properties Here, you
can change many error messages to suit your needs; but of course, don't
forget to backup your file at another directory I believe if you backup
the file by copying and renaming in the same directory, you may have
trouble starting the server. I simply created a backup folder
\blackboard\content\locale\en_US\messages\backup\
Lookup auth.impl.general.error setting in the file to change your
specific message.
Hope this helps,

Subject: Change Login Error Message
Does anyone know of a way to change the Login Error message on v. 6 App
Pak 2?
The message of "An error occurred while the system was processing this
login request. " is just not hitting home to our users. Something more
descriptive would be "The username or password entered is incorrect.
Please try again."
Why does Blackboard insist on programming the functionality out of its
system. We were able to change the error response for the password,
before the upgrade to App Pak 2.
Just curious.
